The Nigeria Civil Aviation Authority (NCAA) has provided updated Air Operator Certificate (AOC) Operations Specifications (Op.Specs) to existing AOC holders. This action was deemed crucial by the authority, and the new OpSpecs have been issued while maintaining the validity of the previous AOC and Op.Specs.
This instruction is outlined in an official communication titled “All Operator Letter” bearing the reference NCAA/DG/AIR/11/16/370, dated August 18, 2023. The directive applies to all AOC holders certified by the Authority and was personally endorsed by Musa Nuhu, the Director-General of Civil Aviation (DGCA).
It is pertinent to note that the Nigeria Civil Aviation Regulations (Nig. CARs) for the year 2023 were recently published, becoming effective on July 10, 2023. Within Subsection 9.1.1.7 of Nig. CARs Part 9, the NCAA underwent a redesign of the structure and presentation of the Operations Specifications linked with the AOC.
In a statement endorsed by Nuhu, he highlighted that the updated Op.Specs are more comprehensive and span multiple pages. They encompass the permissions, terms, restrictions, and endorsements granted by the authority, aligning with the applicable standards governing operations and maintenance undertaken by AOC holders.
